The Town of Drammen, Eau Claire County
Established 1873 NEWSLETTER August 2025
_________________________________________________________________________________________________
Drammenites, 2025 has been a year of change for the Township with our newly elected Chairman, Supervisors, and Clerk. As we wrap up the summer, there are several items that we want to keep you appraised of, including accomplishments, personnel changes, opportunities, safety items, and thoughtful reminders.
Goodbye We extend our heartfelt thanks and best wishes to Terry Glansman, Marge Flaskrud, and Amelia Flaskrud, who together formed the backbone of Drammen Township’s Waste and Recycling Management Team. Terry and Marge retire after more than 19 years of dedicated service, and Amelia, having completed her higher education, is now pursuing the next chapter in her professional journey. Their commitment to maintaining high standards in waste and recycling operations made a lasting impact on our township. Through their vigilance and care, they ensured that only proper recyclable materials were accepted — a key factor in keeping Drammen in full compliance with strict county regulations and avoiding costly infractions. Their service leaves behind a cleaner, more responsible community, and they will be truly missed.

Town Road Review and Repairs. Earlier this year, the Town Board conducted an inspection of all 31 miles of town roads. Following a comprehensive assessment, a prioritized list was developed to allocate the available road repair funds efficiently. The following repairs have been scheduled: Coon Creek Road will receive crack filling, chip sealing, and bar patching; Cedar Road will undergo chip sealing; and Walnut Road will be treated with a double chip seal using small aggregate. All maintenance work is expected to be completed by the end of August, with minimal disruption to residents. The total cost for these projects is estimated at $70,353, representing a responsible investment of your tax dollars. Tim, our Township Maintenance Technician, is working to fill all the potholes on town roads. Please contact the town hall at 715-926-3870 and leave a message if you come across potholes that need repaired.
Property Assessment- Full Market Reevaluation Next Year. In the coming year, Drammen will undertake a Full Market Reevaluation of all properties as required by the state to ensure assessed values comply with state statues. It is important to note that this reevaluation does not automatically result in higher tax bills; the total amount of tax collected will remain constant. By increasing the town’s overall assessed value, the tax burden is redistributed, which typically results in a reduction of the mill rate. The millage rate, or mill rate, is used to determine local property taxes and reflects the amount levied per $1,000 of assessed property value. Further details regarding this process will be provided by Town Assessor Mark Garlick later this year.
Tree Cutting. As the seasons change and Fall nears, the township will trim or remove hazardous tree limbs overhanging town roads. For public safety, any trees within 10 feet of the road right of way, even if on private property, will be addressed. Affected property owners will be notified before work begins. If you encounter hazardous tree limbs that require removal, please contact us by emailing [email protected] or calling 715-926-5856 to be added to the priority list.
Fire and Emergency Services. This year, the Town of Drammen had four calls requiring the Mondovi Fire Department, averaging $895 per incident. There is a misunderstanding that the town should pay these bills because of property taxes paid. This is not true, property owners are responsible for fire bill costs for their real estate and personal property. The town uses the collected property taxes to make Emergency services available to the town at cost of about $35,000 annually, or 10% of its limited budget. For more information, please refer to the Town of Drammen Fire Protection Ordinance located at the town website, https://townofdrammen-wi.gov or contact the town clerk at [email protected].
Your 911/Fire Address Sign Could Save a Life — Keep It Visible. 911/Fire Address signs are installed to guide emergency responders quickly and accurately to your location — often at the entrance to your driveway. In an emergency, seconds matter, and if your sign is blocked by snow, overgrown vegetation, or is missing altogether, it could delay lifesaving help. It is your responsibility to keep your sign clearly visible in all seasons and weather conditions. Trim trees, brush and remove snow as needed. If your sign is damaged, faded, or missing, contact the Town Clerk to order a replacement. Replacement signs cost $50 and are the homeowner’s responsibility.
As outlined in the Drammen Fire Protection Ordinance, Section 8.2 – Access, residents are advised that there is no guarantee of emergency fire service if conditions prevent safe access to your property. This includes but is not limited to road conditions that do not permit safe travel; driveways or private roads that are too narrow, lack sufficient clearance, are structurally unsound (e.g., weak bridges or culverts), do not have turnarounds, or are not properly maintained for emergency vehicle maneuvering. Additionally, service may not be provided if weather conditions prevent access. The Town and City assume no liability if a fire apparatus becomes stuck, damaged, or otherwise unable to reach a site due to road failure, Acts of God, closures, or any other unavoidable obstacle. Ensuring proper and safe access is the responsibility of the property owner.
Dogs Running at Large. Dogs running at large are a major concern within our Township. It’s the dog’s owner who is responsible for a dog off the owner’s property. According to the Drammen and State ordinance all dogs will have current vaccinations, and a dog license purchased from the Drammen Town Treasurer (renewed annually). If your dog is running at large and is caught it will be taken to the Eau Claire Humane Society (715) 839-4747. Appropriate fines may and will be levied by the Township.
From the Treasurer. Property Tax statements will be mailed later this year and are due in December or January. Dog licenses must also be renewed at this time. Fees are now $15 for neutered dogs, $25 for non-neutered, and $50 for kennels (up to 12 dogs), with $9 for each additional dog. Annual registration is required. Thank you for your cooperation.
The board authorized the transfer of the Township Certificate of Deposit to a new Money Market Account established at RCU, as it offers the highest available municipal interest rate of 4.23%. The account currently holds a balance of $75,413.91.
The old Town Hall oak benches are being re-painted. Six will remain at the Town Hall, while the rest will be prepared for resale on Saturday, September 27th, 2025. Proceeds from this sale will be used to purchase new cabinets for the Town Hall. The benches are 8 feet long shaker benches, each painted with an original design, and priced at $75.00 to $100.00 each.
Clerks Corner. Hi, for those I have not met, my name is Nick Lutes, and I assumed the position of Town Clerk in January following the retirement of longtime Clerk Mark Zuber. I would like to provide some background information, as I am not originally from this area, unlike the other members of the town board. I relocated here approximately ten years ago after retiring from the U.S. Navy with 28 years of service. My wife, Beth, who also served in the U.S. Navy for 32 years, and I purchased one of the small farmsteads and built our retirement home in this wonderful community. Prior to becoming Drammen Town Clerk, I participated in several elections, gaining valuable experience in local government operations. I look forward to serving the Town Board and the people of Drammen for the next two years, if you have questions or need anything please reach out through the Town Website, https://townofdrammen-wi.gov or contact me at [email protected] or by phone 715 926-5856.
